Better check the condition for the following:
1. Frame rusty? Get new bike
2. chain rusty?
3. Chainring rusty?
4. Cassette rusty?
5. Front derailleur rusty?
6. Rear derailleur rusty?

Most of 2 ~ 6 rusty? consider the sum of replacement cost and new bike cost.

Scrapping old bike might be better if repair cost ia more than new bike cost.

What sort of bike is it i.e budget or high end? Older high end bikes the frame and fork alone might be worthwhile to salvage else more trouble than worth to get old budget bike to decent working order haha

nothing much cannot be undone by a can of wd40 unless major components are eaten by heavy rust. most common problems are seized chain , shifters , bearings and cables.

if major components are in good running condition , most probably just need new cables n housing

I had the same problem with you, but my bike was not rusty. sent it to the local bike shop to get the fixed.

In the end, change both inner tube and tyres and the back wheel as it was dented.

IMHO having looked atthe pics the frame, brakes , chain, cassete and fork appears to have rust on them so in your shoes i would prolly get a bew bike or maybe slavage the seat post, saddle, stem and handle bars and assemble a new bike with a mixture os used/old parts (and learn more about bike parts haha) Would help if you elaborate how far the distances from home to work is and budget?
